QAS FAQ

Sifaan:

Who is the "civil society" implementing this, and why?
# The Rights-Centric Education Network is a movement of individuals and organizations who believe that presently mainstreamed educational practices are not compatible with Child Rights (which is not surprising when we recognise that those educational practices predate the modern Human Rights discourse by centuries).
# Many members of the RCE Network are involved in educational environments where educational practices are more aligned with Human Rights (and especially Child Rights), and recognize the Quality Assurance System proposed by the UN as a powerful opportunity to bring democratic, rights-centric educational practices to the mainstream.

I want to know more about the "Why"
# Watch the recording of the inauguration here.
# If you would like more details, watch the keynote by Sifaan Zavahir (a Founding Member of the RCE Network) at the International Democratic Education Conference 2025 held in Belgium on August 1-7. This presentation was mainly addressing the reasons why schools and families identifying as Democratic should be early adopters of the Quality Assurance System. See Description and Recording.
# Watch the recording of a call hosted by Je'anna Clements (also a Founding Member) on the benefits of being an early adopter of the QAS here.

Why should I participate in the RCE QAS?
# It affirms your commitment to the Rights of the Children in your educational environment.
# It gives confidence to the children in your care that you will do your best to respect and fulfill their Rights.
# It recognizes and showcases the good work that you do.
# It can help overcome opposition and gain acceptance from people who do not understand how what you do advances Children's Rights.

How much does it cost to participate in the QAS?
Nothing. We want the QAS to be accessible for everyone, so we will never charge any fees.

What do I do as a Participant?
# To the fullest extent possible, explain to the children you are working with why you are doing this (broadly, that they have human rights, and you want to ensure that their education respects and fulfils those rights as much as possible). A big part of realising children's rights is respecting their right to participate in decisions that affect them, and it is good to start that process by involving them in the decision to participate in the RCE QAS
# "Sign" the Pledge to join RCE Quality Assurance System. If you haven't already done so, the form will also allow you to
## Join the RCE Network; The QAS is offered by the RCE to its members, so membership is required - but don't worry, it's free :)
## Sign the Declaration of Child Rights-Centric Education; The QAS exists to support the changes called for in the Declaration, so being a signatory is required.
# Make your first Report, which will outline what is the current situation in your environment in terms of child rights, and what you have done (or intend to do), to make things better.
# Submit further reports as and when possible (e.g. progress reports, or to describe a practice that you didn't have time to do before, or to update on a new initiative, etc.).
# When submitting reports, you are
## expected to implement certain practices called for in the First World Program for Human Rights Education, as and when possible.
## encouraged to make use of the content of reports submitted by other Participants (that is how we share and make use of good practices from diverse contexts and countries).

This reporting sounds like a lot of work / I'm worried I won't get it right
This is a participatory framework. There is no "right" or "wrong" way - rather, we will all help each other to be better. Let's start where we can, to the extent that we can, and just keep improving from there.

How will this QAS actually "Assure Quality"?
Just like citizens in a democratic country will compare their experiences against their expectations (which will be informed by what they see happening in other countries) and engage in participatory practices (e.g. civil society action) to advance their rights, we envisage that children in educational settings participating in the QAS will compare their experiences with what is happening in other settings, and engage in participatory practices (e.g. dialogue with school leaders) to advance their rights.

Is there any precedent for this?
We are drawing inspiration from several areas
# The reporting process that is part of every Human Rights treaty - if a country ratifies a treaty, they commit to report on their progress. (ChatGPT explanation for CRC here). Likewise, we expect that if a "school" (or other educational environment) signs up to be part of the QAS (because it gives them recognition for caring about Child Rights in Education and access to peer support), they will also make periodic reports on their progress.
## RCE QAS reports will likewise be public (see CRC-related submissions in the UN repository here).
## Unlike the UN reporting process, there will NOT be a formal review process, because there is no authority that can conduct it. Instead, the accountability will be to the Rights-holders, i.e. the Children. These reports should be included in the democratic decision-making processes in the school itself, and will empower children to hold adults accountable to their commitments.
# The Forest School Association is an example of a network of schools coming together to organize their own Qualification System.
## Their path was to create a system where there is an authority above the schools that determines how well each school is performing.
## For the RCE QAS, we expect that it is the children in the school (or other environment) who should determine how well their school is performing in terms of respecting their rights (much like citizens decide how happy they are with their governments and express themselves through franchise).
## There can, of course, be independent accreditation/certification bodies that analyse/certify the reports (e.g. and show that school X has met 60% of their commitments while school Y has only met 40%) and provide supporting evidence (just like citizens in a democracy access information from a variety of sources).
# UNICEF's Rights-Respecting Schools Award (RRSA) is very similar in terms of goals, and their Theory of Change is useful (Thank you, Don Berg, for sharing this). Comparing QAS to RRSA:
## We too will have Case Studies.
## Unlike the RRSA, we will not start by accepting the presently mainstreamed system of schools as the baseline - that system was designed to violate, not advance, human rights and no amount of icing on top can fix it.
## Like in the comparison with Forest School, there will not be an authority that will set benchmarks (RRSA has Bronze, Silver, Gold levels).
## There will not be any participation fees.
## Derry Hannam shared this article he wrote for EUDEC about RRSA back in 2011. This gives more information on the background of the award and its impact.

Suggested Additional Reading
# Children's rights group KRÄTZÄ published a "Human rights report", called "The Discrimination of The Child". It compared the real life (reality) of children in Germany with the provisions given by the Universal Declaration of Human Rights (UDHR). 16 of the 30 paragraphs weren't valid, or adults/government didn't abide by them. The report was handed over to the President of Germany on the 50th Anniversary of the UDHR (1998). Among other things, it identifies the school system as the core area where human rights are being violated. Website (in German) here and here (Thank you, Mike Weimann, for sharing this).
# KRÄTZÄ also wrote to the UN Special Rapporteur on the Right to Education when he visited Germany in 2006 (letter, in German, here) (Thanks again, Mike) - if it is possible to engage the SR in the QAS it would be great; in the past the SR's have grudgingly accepted home-schooling as an option to realise the Right to Education but are deeply skeptical about non-state Education. The QAS may help alleviate these fears.

I want to know more about the "Why"
# Watch the recording of the inauguration here
# If you would like more details, watch the keynote by Sifaan Zavahir (a Founding Member of the RCE Network) at the International Democratic Education Conference 2025 held in Belgium on August 1-7.

# It can help overcome opposition, and gain acceptance, from people who do not understand how what you do advances Children's Rights.

# "Sign" the Pledge to join RCE Quality Assurance System If you haven't already done so, the form will also allow you to
## Join the RCE Network; The QAS is offered by the RCE to its members, so membership is required - but don't worry, it's free :)
## Sign the Declaration of Child Rights-Centric Education; The QAS exists to support the changes called for in the Declaration; so being a signatory is required.
# Make your first Report, which will outline what is the current situation in your environment in terms of child rights, and what have you done (or intend to do), to make things better.
# Submit further reports as and when possible (e.g. progress reports, or to describe a practice that you didn't have time to do before, or to update on a new initiative, etc.)
# When submitting reports, you are
## expected to implement certain practices called for in the First World Program for Human Rights Education, as and when possible
## encouraged to make use of the content of reports submitted by other Participants (that is how we share and make use of good practices from diverse contexts and countries)

Likewise, we expect that if a "school" (or other educational environment) signs up to be part of the QAS (because it gives them recognition for caring about Child Rights in Education and access to peer support) they will also make periodic reports on their progress.
## RCE QAS reports will be likewise public (see CRC related submissions in the UN repository here)
## Unlike the UN reporting process, there will NOT be a formal review process, because there is no authority that can conduct it. Instead, the accountability will be to the Rights-holders, i.e. the Children. These reports should be included in the democratic decision making processes in the school itself, and will empower children to hold adults accountable to their commitments
# The Forest School Association is an example of a network of schools coming together to organize their own Qualification System
## Their path was to create a system where there is an authority above the schools that determines how well each school is performing.
## For the RCE QAS, we expect that it is the children in the school (or other environment) who should determine how well their school is performing in terms of respecting their rights (much like citizens decide how happy they are with their governments and express themselves through franchise)
## There can, of course, be independent accreditation / certification bodies that analyse / certify the reports (e.g. and show that school X has met 60% of their commitments while school Y has only met 40%) and provide supporting evidence (just like citizens in a democracy access information from a variety of sources)
# UNICEF's Rights-Respecting Schools Award (RRSA) is very similar in terms of goals, and their Theory of Change is useful (Thank you Don Berg for sharing this). Comparing QAS to RRSA:
## We too will have Case Studies
## Unlike the RRSA, we will not start by accepting the presently mainstreamed system of schools as the baseline - that system was designed to violate, not advance, human rights and no amount of icing on top can fix it.
## Like in the comparison with Forest School, there will not be an authority that will set benchmarks (RRSA has Bronze, Silver, Gold levels)
## There will not be any participating fees.

16 of the 30 paragraphs weren't valid or adults/government didn't abide to them. The report was handed over to the President of Germany on the 50th Anniversary of the UDHR (1998). Among other things, it identifies the school system as the core area where human rights are being violated. Website (in German) here and here (Thank you Mike Weimann for sharing this)
# KRÄTZÄ also wrote to the UN Special Rapporteur on the Right to Education when he visited Germany in 2006 (letter, in German, here) (Thanks again, Mike) - if it is possible to engage the SR in the QAS it would be great; in the past the SR's have grudgingly accepted home-schooling as an option to realise the Right to Education but are deeply skeptical about non-state Education. The QAS may help alleviate these fears

# For freedom of expression + freedom of association ? While acknowledging that upholding the rule of law is fundamental to the protection of human rights and a democratic way of life, nevertheless recognizing that laws themselves, as well as other practices established and maintained by inter alia professional practice, tradition, and vested interests (including but limited to political and corporate interests) exercising “an invisible hand”, may be prejudicial and may reinforce discrimination against historically marginalized groups; and
# No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment, not even in the name of education, development, or ‘progress’. Dignity must be prioritised at all times. It is important to note that being subjected to even ‘mild’ corporal punishments and humiliations, inescapable immersion in incompatible sensory environments, deprivation of free play, deprivation of freedom of movement, deprivation of freedom to meet the needs of the body, the imagination, and the growth of the mind’s uniqueness, as well as pressure to behave in neuronormative or culturally dominant ways can all be experienced as torturous and undignifying.
# Every person, regardless of age, has the right to be treated by default as the first and most credible authority on their own Best Interests. Where a young person and their parent or guardian ostensibly agree on that young person’s educational Best Interests, this must only be overridden by a properly constituted court of law that follows all necessary due process including genuinely confidential consultation with the young person concerned, as well as public consultation with experts who demonstrably specialise in understanding any specific pertinent educational choices. Young people of all ages have the right to contest their parent or guardian’s interpretation of their educational Best Interests and there should be safe and confidential ways made easily accessible to achieve this in so far as practically possible.
# Examinations, other access procedures for further education and training, and professional certification processes must be open for all to attempt, by right, in so far as practically viable, regardless of the path of preparation taken by the person seeking access or certification. Professional certification must be open to achieve on the basis of proof of skill and ability rather than excluding those with less capacity for formal test-taking. Assessment criteria should in so far as practically possible aim to actively support access for typically excluded communities rather than entrenching gate keeping that works against people marginalised by age, neurotype, cultural heritage, relative poverty and other systemic biases. Oral literacy, ear reading, touch reading and all other ways of accessing and expressing information must be treated as valid ways to access information and demonstrate competence, and must be accommodated as far as is practically possible
# Add to the civil disobedience section? principled civil disobedience must be clearly distinguished from ordinary criminal offence, and punitive measures against young people, families, communities, providers and facilitators must be considered to be politically motivated, unjust and indefensible. Where disagreement arises, young people and their families have a right to recourse to mediation and conflict resolutions based on multipartiality and transformative justice rather than being subjected to punitive disciplinary justice.

# Many members of the RCE Network are involved in educational environments where educational practices are more aligned with Human Rights (and especially Child Rights), and recognized the Quality Assurance System proposed by the UN as a powerful opportunity to bring democratic, rights-centric educational practices to the mainstream.
I want to know more about the "Why"
# Watch the recording of the inauguration here
# If you would like more details, watch the keynote by Sifaan Zavahir (a Founding Member of the RCE Network) at the International Democratic Education Conference 2025 held in Belgium on August 1-7. This presentation was mainly addressing the reasons why schools and families identifying as Democratic should be early adopters of the Quality Assurance System. == Why should I participate in the RCE QAS? ==
# It affirms your commitment to the Rights of the Children in your educational environment.
# It gives confidence to the children in your care that you will do your best to respect and fulfill their Rights.
# It recognizes and showcases the good work that you do.
# It can help overcome opposition, and gain acceptance, from people who do not understand how what you do advances Children's Rights.

How much does it cost to participate in the QAS?
Nothing. We want the QAS to be accessible for everyone, so we will never charge any fees.

Who can Participate in the RCE QAS
Please see RCE QAS Advisors

What do I do as a Participant?
# To the fullest extent possible, explain to the children you are working with why you are doing this (broadly, that they have human rights, and you want to ensure that their education respects and fulfils those rights as much as possible). A big part of realising children's rights is respecting their right to participate in decisions that affect them, and it is good to start that process by involving them in the decision to participate in the RCE QAS

The RCE Quality Assurance System (QAS) is a participatory mechanism supporting educational environments (schools, homes and others) to bring their practices into alignment with Child Rights. (Read more at website)

The RCE QAS was inaugurated on Nov 20th, 2025, recording available here.

Who is the "civil society" implementing this, and why?
# The Rights-Centric Education Network is a movement of individuals and organizations who believe that presently mainstreamed educational practices are not compatible with Child Rights (which is not surprising when we recognise that those educational practices predate the modern Human Rights discourse by centuries)

# It can help overcome opposition, and gain acceptance, from people who do not understand how what you do advances Children's Rights.

How much does it cost to participate in the QAS?
Nothing. We want the QAS to be accessible for everyone, so we will never charge any fees.

Please see RCE QAS Participants
Please see RCE QAS Advisors

What do I do as a Participant?
# To the fullest extent possible, explain to the children you are working with why you are doing this (broadly, that they have human rights, and you want to ensure that their education respects and fulfils those rights as much as possible). A big part of realising children's rights is respecting their right to participate in decisions that affect them, and it is good to start that process by involving them in the decision to participate in the RCE QAS

The Rights-Centric Education (RCE) Quality Assurance System (QAS) is a participatory mechanism that supports educational environments (including but not limited to schools) to implement educational practices that are in alignment with Child Rights.

It is a civil society-led implementation of a proposal from the World Programme for Human Rights Education (First Phase 2005-2007) approved by the UN General Assembly to 10 (x) Establish a rights-based quality assurance system (including school self-evaluation and development planning, school inspection, etc.) for education in general and create specific quality assurance mechanisms for human rights education;. It also supports several measures called for the in the World Programme (see Footnotes in the above link)

The RCE QAS will be (soft) launched on Nov 20th, 2025, at 16:00 UTC on Zoom (Link / Meeting ID: 858 3203 6244, Passcode: 466040)

# Watch the first hour (2nd hour is Q&A) of the keynote by Sifaan Zavahir (a Founding Member of the RCE Network) at the International Democratic Education Conference 2025 held in Belgium on August 1-7.

Why should I participate in the RCE QAS
# It affirms your commitment to the Rights of the Children in your educational environment.
# It gives confidence to the children in your care that you will do your best to respect and fulfill their Rights.
# It recognizes and showcases the good work that you do.
# It can help overcome opposition, and gain acceptance, from people who do not understand how what you do advances Children's Rights.

How much does it cost to participate in the QAS?
Nothing. We want the QAS to be accessible for everyone, so we will never charge any fees.

Who can Participate in the RCE QAS
Please see RCE QAS Participants

I am not eligible to be a Participant, how can I help?
Please see RCE QAS Advisors

What do I do as a Participant?
# To the fullest extent possible, explain to the children you are working with why you are doing this (broadly, that they have human rights, and you want to ensure that their education respects and fulfils those rights as much as possible). A big part of realising children's rights is respecting their right to participate in decisions that affect them, and it is good to start that process by involving them in the decision to participate in the RCE QAS
# "Sign" the Pledge to join the QAS. Text of the Pledge has been updated recently. Please review.. If you haven't already done so, the form will also allow you to
## Join the RCE Network; The QAS is offered by the RCE to its members, so membership is required - but don't worry, it's free :)

## Derry Hannam shared this article he wrote for EUDEC about RRSA back in 2011. This gives more information on the background of the award and its impact.
# Children's rights group KRÄTZÄ published a "Human rights report", called "The Discrimination of The Child". It compared the real life (reality) of children in Germany with the provisions given by the Universal Declaration of Human Rights (UDHR).

The report was handed over to the President of Germany on the 50th Anniversary of the UDHR (1998).
The RCE Quality Assurance System is a participatory mechanism that supports educational environments (including but not limited to schools) to implement educational practices that are in alignment with Child Rights.

# Watch the first hour (2nd hour is Q&A) of the keynote by Sifaan Zavahir (a Founding Member of the RCE Network) at the International Democratic Education Conference 2025 held in Belgium on August 1-7.

Why should I participate in the RCE QAS
It affirms your commitment to the Rights of the Children in your educational environment. It gives confidence to the children in your care that you will do your best to respect and fulfill their Rights. It recognizes and showcases the good work that you do. It can help overcome opposition and gain acceptance from people who do not understand how what you do advances Children's Rights.

# Join the RCE Network here (The QAS is offered by the RCE to its members, so membership is required - but don't worry, it's free, and it affirms your commitment to Children's Rights - and your presence strengthens the network)
# Read and Sign the Declaration of Child Rights-Centric Education here (the QAS exists to support the changes called for in the Declaration; so being a signatory is required. And again, your signature strengthens the network)
# "Sign" the Pledge to join the QAS - we will have a form for this (that will also allow you do join the network and sign the declaration at the same time) Text of the Pledge has been updated recently. Please review.
# Make your first Report, which will outline what is the current situation in your environment in terms of child rights, and what have you done (or intend to do), to make things better.
# Submit further reports as and when possible (e.g. to describe a practice that you didn't have time to do before, to update on a new initiative, etc.)
# When submitting reports, you are
## expected to implement certain practices called for in the First World Program for Human Rights Education, as and when possible
## encouraged to make use of the content of reports submitted by other Participants (that is how we share and make use of good practices from diverse contexts and countries)

More questions
# Is this being modelled after any existing models?<br>We are drawing inspiration from several areas
## The reporting process that is part of every Human Rights treaty - if a country ratifies a treaty, they commit to report on their progress. (ChatGPT explanation for CRC here). Likewise, we expect that if a "school" (or other educational environment) signs up to be part of the QAS (because it gives them recognition for caring about Child Rights in Education and access to peer support) they will also make periodic reports on their progress.
### RCE QAS reports will be likewise public (see CRC related submissions in the UN repository here)
### However, we presently do not expect that there will be a formal review process - instead, these reports should be included in the democratic decision making processes in the school itself, and will empower children to hold adults accountable to their commitments
## The Forest School Association is an example of a network of schools coming together to organize their own Qualification System
### Their path was to create a hierarchical system where there is an authority above the schools that determines how well each school is performing.
### For the RCE QAS, we expect that it is the children in the school (or other environment) who should determine how well their school is performing in terms of respecting their rights (much like citizens decide how happy they are with their governments and express themselves through franchise)
### There can, of course, be independent bodies that analyse / certify the reports (e.g. and show that school X has met 60% of their commitments while school Y has only met 40%) and provide supporting evidence (just like citizens in a democracy access information from a variety of sources)
## UNICEF's Rights-Respecting Schools Award (RRSA) is very similar in terms of goals, and their Theory of Change is useful (Thank you Don Berg for sharing this). Comparing QAS to RRSA:
### We too will have Case Studies
### Unlike the RRSA, we will not start by accepting the presently mainstreamed system of schools as the baseline - that system was designed to violate, not advance, human rights and no amount of icing on top can fix it.
### Like in the comparison with Forest School, there will not be an authority that will set benchmarks (RRSA has Bronze, Silver, Gold levels)
### There will not be any participating fees.
### Derry Hannam shared this article he wrote for EUDEC about RRSA back in 2011. This gives more information on the background of the award and its impact.

The previous draft has been reworded to
# Make the initial pledge a simple, short sentence
# Added a clause accepting the Terms and Conditions
# Include in the pledge the capacity (e.g. parent, private school, state school) in which the pledge is being made
# Make the core commitment (#3) about taking progressive measures to improve (as called for in the Declaration) and about Reporting
# Removing the commitment to commit to a periodic reporting (which would mean that each report would need to be comprehensive) but instead allowing for reporting as and when possible

Sifaan: /* What do I do as a Participant? */

The RCE Quality Assurance System is a participatory mechanism that supports educational environments (including but not limited to schools) to implement educational practices that are in alignment with Child Rights.

# Watch the first hour (2nd hour is Q&A) of the keynote by Sifaan Zavahir (a Founding Member of the RCE Network) at the International Democratic Education Conference 2025 held in Belgium on August 1-7.

### (Added Jun 22) RCE QAS reports will be likewise public (see CRC related submissions in the UN repository here)
### However, we presently do not expect that there will be a formal review process - instead, these reports should be included in the democratic decision making processes in the school itself, and will empower children to hold adults accountable to their commitments
## The Forest School Association is an example of a network of schools coming together to organize their own Qualification System
### Their path was to create a hierarchical system where there is an authority above the schools that determines how well each school is performing.
### We expect that it is the children in the school who should determine how well their school is performing in terms of respecting there rights (much like citizens decide how happy they are with their governments and express themselves through franchise)
### There can, of course, be independent bodies that analyse the reports (e.g. and show that school X has met 60% of their commitments while school Y has only met 40%) and provide supporting evidence (just like citizens in a democracy access information from a variety of sources)
### Derry shared this article he wrote for EUDEC about RRSA back in 2011. This gives more information on the background of the award and its impact.
# Make the initial pledge a simple, short sentence
# Include in the pledge the capacity (e.g. parent, private school, state school) in which the pledge is being made
# Make the core commitment (#3) about taking progressive measures to improve (as called for in the Declaration) and about Reporting
# Removing the commitment to commit to a periodic reporting (which would mean that each report would need to be comprehensive) but instead allowing for reporting as and when possible
# Including the additional specifics from the First World Programme below the core commitment (previously it was above).
# Read and Sign the Declaration of Child Rights-Centric Education here (the Declaration is a stronger affirmation of your commitment to Children's Rights - and your signature strengthens the network)
# "Sign" the Pledge to join the QAS - we will have a form for this
# Make your first Report, which will outline what you have done for Children's Rights in the past, what is the current situation, and what do you plan to do next (we will develop templates for this)
# In future, (annually?), further Reports where you describe what you did since the previous report (what you planned and succeeded, what you planned and failed, what you tried that wasn't planned etc), the current status, and the future plans
# When submitting plans, you are encouraged to make use of reports/plans submitted by other Participants (that is how we share and make use of good practices from diverse contexts and countries); some suggestions are Examples of Overhauling Educational Practices

### Derry shared this article he wrote for EUDEC about RRSA back in 2011. This gives more information on the background of the award and its impact.
# Children's rights group KRÄTZÄ published a "Human rights report", called "The Discrimination of The Child". It compared the real life (reality) of children in Germany with the provisions given by the Universal Declaration of Human Rights (UDHR).
