As part of the research behind the IDEC Resolution 2023, Henning Graner (one of the 4 named authors of the IDEC Resolution) analysed the minutes of the drafting of Article 26 of the Universal Declaration of Human Rights and prepared these slides for a presentation at the IDEC 2023 Conference in Katmandu, Nepal to explain how "compulsory" was attached to the Right to Education.
